AB 109 shifts the responsibility for incarcerating many low-risk inmates from the state to counties. This shift from state to county is also being called “prison realignment.” As part of this law, the state will continue to incarcerate offenders who commit serious, violent, or sexual crimes, but the counties will supervise, rehabilitate and manage low-level offenders. Up to 30,000 state prison inmates could be transferred to county jails over three years, under the bill.

An active shooter is an armed person who has used deadly physical force on other persons and continues to do so while having unrestricted access to additional victims. Active shooters often look for soft targets like malls, churches or schools due to their low presence of security and high access to potential victims. In an active shooter situation your choices are fight, flight or freeze. First try and assess sounds and their source. Freezing is not a realistic option; you become an easy target. Before deciding to fight, first consider fleeing. A tactical escape beats a tactical encounter every time. Remember the three E’s – Evacuate, Evade or Engage. Only consider engaging the threat if imminent danger exists. If you decide to engage, fight like your life depends on it because it does!

Addictive Personality Disorder is a condition wherein an individual is susceptible to addiction. This may include drug abuse or addiction to alcohol, pornography and certain activities, such as gambling, video games, etc. An individual is considered to be at the risk of developing such addictions when he/she exudes aggression, anxiety, depression or lack of self-control and does not know how to manage his/her emotions. Such a person may switch from one addiction to the other or even sustain multiple addictions at different times.

The characteristic features of this group of disorders are symptoms of anxiety and avoidence behavior. In Panic Disorder and Generalized Anxiety Disorder, anxiety is usually the predominant symptom, and avoidance behavior is almost always present in Panic Disorder with Agoraphobia. Attention Deficit Hyperactivity Disorder (ADHD) affects 3% to 5% of all children. These children can feel easily bored, unable to sit still, plan ahead, finish tasks, or be fully aware of what’s going on around them. They often seem disorganized or frenzied. Two to three times more boys than girls are affected. ADHD often continues into adolescence and adulthood, and can cause a lifetime of frustrated dreams and emotional pain. Many clients assigned to adult probation officers and juvenile probation officers have various forms of ADHD. Some juvenile and/or adult clients have been diagnosed and some clients have not. Bipolar disorder — sometimes called manic-depressive disorder — causes mood swings that range from of the lows of depression to the highs of mania. When you become depressed, you may feel sad or hopeless and lose interest or pleasure in most activities. When your mood shifts in the other direction, you may feel euphoric and full of energy. Relationships can often seem like fragile things – especially in the workplace where they are often built and destroyed by the actions we take. Conduct disorder is a psychiatric category marked by a pattern of repetitive behavior wherein the rights of others or social norms are violated. Symptoms include verbal and physical aggression, cruel behavior toward people and pets, destructive behavior, lying, truancy, vandalism, and stealing. Conduct disorder is a major public health problem because youth with conduct disorder not only inflict serious physical and psychological harm on others, but they are at greatly increased risk for incarceration, injury, depression, substance abuse, and death by homicide and suicide. The syndrome is not a single medical entity but encompasses various forms of “major misbehaviour”. After the age of 18, a conduct disorder may develop into antisocial personality disorder, which is related to psychopathy.

Dysfunctional family members have common symptoms and behavior patterns as a result of their common experiences within the family structure. This tends to reinforce the dysfunctional behavior, either through enabling or perpetuation. The family unit can be affected by a variety of factors. One of today’s significant challenges in the training of law enforcement and mental health professionals and people helpers of all kinds is the development of effective interpersonal skills, and among these is the capacity for empathy. An operational definition I like to use has two components: First, empathy is an ability to imagine with some degree of accuracy what it’s like to be in the predicament of the other person; and secondly, empathy entails the ability to communicate that awareness so the other person feels understood. Empathy entails a different kind of learning. Just reading textbooks won’t develop this skill. Nor is it a visual-motor skill, like getting the knack in golfing or basketball. Nor is empathy a matter of simple good will, caring, or an intention to be sensitive. Some books or papers about empathy describe it as a sensitivity to nonverbal communication, but I think this is only a small component. Rather, I view this skill as a matter mainly of focused imagination, picturing in the mind what it might be like to be in the other person’s predicament. This skill also involves an integration of remembering, rational thinking, intuition, and feeling, all of which support the active imaginative process. Empathy is teachable, but it requires experiential learning, practice. I challenge the cliche that “you either have it or you don’t.” Certainly there is a variable distribution of talent for this endeavor, but just about anyone can improve whatever level of innate ability with practice.

Human trafficking is travesty to the human race. It deprives people of their human rights. It doesn’t matter which god you believe in or even if you believe in one to know that human trafficking is wrong. It is a very sad truth that is going on. Many of these people are taken away from their country, presumed dead by their family and stripped of all their documents and identity. These human traffickers prey on poor desperate people by tricking them and then taking advantage of them. The problem is that it is a very profitable and easy operation. It is easier to traffic people than drugs. It is a high profit and low risk operation. The victims of this trade are greatly affected. Many of these people are violently threatened and abused. They cannot escape and are forced into physical or sex slavery. They are physically and psychologically damaged by the trauma that they are put through. They are forced to perform commercial sex acts and suffer physical and mental abuse, alcoholism, drug addiction, sexually transmitted diseases and even death. To the traffickers each victim is just a commodity, not a human life. This is a great injustice that should not be happening. Law enforcements response to this growing crime will be addressed and explored.

Identity theft is a crime in which an imposter obtains key pieces of information such as Social Security and driver’s license numbers and uses it for their own personal gain. In identity-theft cases, the victim often has to prove his or her innocence. This shocks most new identity-theft victims. Statistically, the crime rate of identity theft has risen 150% since last year. This is the crime of the new millennium. This 24-hour class regarding objective jail classification is a process of assessing every jail inmate’s custody and program needs and is considered one of the most important management tools available to jail administrators and criminal justice system planners. An effective system of inmate classification will reduce escapes and escape attempts, suicides and suicide attempts, and inmate assaults. OJC systems use locally developed and validated instruments, one at intake and another after a period of confinement, that identify the level of risk and needs presented by an inmate so that appropriate housing and program assignments can be made. The data generated through the classification process can also be used for operational, management, and planning purposes. This guide to OJC is intended for both jail administrators and other officials involved in local criminal justice system issues. Personality disorders are pervasive chronic psychological disorders, which can greatly affect a person’s life. Having a personality disorder can negatively affect one’s work, one’s family, and one’s social life. Post Traumatic Stress Disorder (PTSD) is a psychiatric anxiety disorder that can develop after experiencing a life-threatening or traumatic event such as military combat, a violent assault or serious injury collision. The traumatic event causes you to respond with fear, helplessness and horror. PTSD may be triggered by an external factor or factors. Its symptoms can include the following: nightmares, flashbacks, emotional detachment or numbing of feelings (emotional self-mortification or dissociation), insomnia, avoidance of reminders and extreme distress when exposed to the reminders (“triggers”), loss of appetite, irritability, hypervigilance, memory loss (may appear as difficulty paying attention), excessive startle response, clinical depression, and anxiety. It is also possible for a person suffering from PTSD to exhibit one or more other co-morbid psychiatric disorders; these disorders often include clinical depression (or bipolar disorder), general anxiety disorder, and a variety of addictions. The psychopath is one of the most fascinating and distressing problems of human experience. For the most part, a psychopath never remains attached to anyone or anything. They live a “predatory” lifestyle. They feel little or no regret, and little or no remorse – except when they are caught. Schizophrenia is the most chronic and disabling of the severe mental disorders. More than 2 million Americans are affected by schizophrenia. Contrary to the common misconception, schizophrenia does not mean “split or multiple personality.” And, although people with schizophrenia often are portrayed as violent on television and in movies, that is seldom the case. In fact, people with schizophrenia are more likely to be victims of violence than perpetrators, and they tend to be shy and socially withdrawn. The illness, which may impair a person’s ability to manage emotions, interact with others, and think clearly, typically develops in the late teens or early twenties. Symptoms include hallucinations, delusions, disordered thinking, and social withdrawal. Most people with schizophrenia continue to suffer chronically or episodically throughout their lives. Even between bouts of active illness, lost opportunities for careers and relationships, stigma, residual symptoms, and medication side effects often plague those with the illness. One of every 10 people with schizophrenia eventually commits suicide.

While it may be simplistic to assume straight forward “profile”, there are certain similarities among the perpetrators. “The researchers found that killers do not ‘snap’. They plan. They acquire weapons. These children take a long, considered, public path toward violence. Far from being “loners”, the perpetrators are “joiners” whose attempts at social integration fail, that they let their thinking and even their plans be known, sometimes frequently over long periods of times. Many of the shooters told Secret Service investigators that alienation or persecution drove them to violence. According to the United States Secret Service, instead of looking for traits, the Secret Service urges adults to ask about their behavior. Stalking does not consist of single incidents, but is a continuous process. Stalking can be a terrifying experience for victims, placing them at risk of psychological trauma, and possible physical harm. Stalking exists on a continuum. The victim may or may not be aware that it is happening, and the perpetrator may or may not have malicious intent. They are not just interested in, but totally obsessed with the person they are pursuing. This course examines the topic of Suicide by Cop. This occurs when people want to die, but do not want to kill themselves. So they put themselves in a position where a police officer is forced to shoot them.
